The ICAO Technical Instructions for the Safe Transport of Dangerous Goods By Air are disseminated by the International Civil Aviation Organization, an agency of the United Nations. The ICAO manual is drawn by reference into the National Legislation of many U.N. Member Nations.

IATA, the International Air Transport Association represents its member airlines. This group publishes the IATA Dangerous Goods Regulations which are used as a reference manual by most airlines. This publication is an airline-oriented handbook that represents IATA's interpretation of the ICAO Technical Instructions, which is the legal document outlining the
requirements for shipping dangerous goods.
